Background of the Study
Mohammed Musa Bello, who served as the Minister of the Federal Capital Territory (FCT), played a key role in shaping the economic policies and revenue generation strategies within the FCT. As the FCT is a critical urban and administrative hub, effective revenue generation is essential for funding infrastructural development and improving public services. Bello's tenure witnessed several efforts to enhance the revenue base of the FCT, particularly through improving tax collection, boosting local government revenues, and leveraging private sector partnerships for sustainable development.

Garki, one of the key districts within the FCT, is home to a blend of residential, commercial, and governmental activities, which makes it a vital contributor to the FCT's revenue. This study will evaluate the impact of Mohammed Musa Bello’s policies and strategies on revenue generation in Garki, assessing the success of initiatives aimed at increasing revenue collection and the challenges faced in ensuring financial sustainability within the district.

Statement of the Problem
Despite efforts to improve revenue generation, the FCT continues to face challenges related to revenue leakages, inefficient tax collection systems, and reliance on federal allocations. Garki, as a key district, has not fully realized its potential in contributing to the FCT’s revenue base. This study seeks to assess the effectiveness of Mohammed Musa Bello’s tenure in implementing policies that improved revenue generation in Garki and examine the challenges faced in the process.

Objectives of the Study

  1. To evaluate the impact of Mohammed Musa Bello’s policies on revenue generation in Garki, FCT.

  2. To assess the effectiveness of tax collection mechanisms and revenue strategies during Bello’s tenure.

  3. To identify challenges in revenue generation in Garki and propose strategies for improvement.

  1. What impact did Mohammed Musa Bello’s policies have on revenue generation in Garki, FCT?

  3. What challenges were encountered in enhancing revenue generation in Garki during Bello’s tenure?

Research Hypotheses

  2. The tax collection mechanisms implemented during Bello’s tenure were effective in increasing revenue in Garki.

  3. There were significant challenges faced in enhancing revenue generation in Garki during Bello’s tenure.

Scope and Limitations of the Study
This study will focus on the impact of Mohammed Musa Bello’s tenure as FCT Minister on revenue generation in Garki, FCT. It will examine revenue generation policies, tax collection mechanisms, and the challenges faced during his leadership. The study is limited to the period of Bello’s tenure as FCT Minister and will not include developments after his term.
